This is due to a bug in the Windows 10 Fall Creators update that MS has yet to acknowledge that I’ve seen or come up with a fix. The only thing they’ve said is that in a WSUS corporate windows update server environment double updates or some such can happen with this update and hoses PCs.

I refused to do it on the 3rd since it’s my main gaming PC. I just wiped the others PCs clean with a fresh install of windows rather than dink around with the hosed status MS left them in with the update. I have just had the same problem.
