Can you still start Outlook in Safe Mode? If it works now, your issue is most likely caused by an add-in. Which ones do you have installed? Disable them all and enable them one-by-one to find the culprit. I would like to know if you have any security application installed on the computer to scan the Outlook items? You may create new Outlook profile, setup one email account at a time and verify which email account is causing the problem.
