The only way they can sell you a product key that allows install on up to 3 computers is by selling you a “Volume License” product key. Those keys can be defined to allow 3 activations.

The keys will normally work for the initial install. But at some point in time MS will no longer accept that key.

The problem is, that the purchaser of the volume license CANNOT resell it or install using those keys on machines that do not belong to them. So, eventually MS recognizes that keys from a volume license have been illegally distributed, ie resold, the keys are no longer considered valid product keys by the MS activation system.
