Enter your system’s password if prompted.

Sign in with your Adobe ID usually your email and password. Click Continue on the next screen that appears. On the Installation Options screen, do the following and click Continue : Select language Specify installation location.

In the screen that appears, click Video Editor. Sign in using your Adobe ID and password. Click Activate now on the Welcome screen. Enter the serial number in the next screen and click Next. Adobe Premiere Elements launches successfully. Note: Can’t find your serial number? Download and install from Adobe website. Make sure that you have a valid Adobe ID. Disable pop-up blockers in your web browser.

Make sure that you have a valid serial number for Adobe Premiere Elements. Make sure that you are connected to the Internet until the installation is complete. Download Premiere Elements. Sign in with your Adobe ID. Select the platform and language for download.

After a pc crash I had to reset my pc to factory condition. I have been trying to redeem Photoshop Elements for which I have the serial number for. I can see it in my account but cannot see a download link. Following the advise to download older versions it just keeps going round and round to the same pages. Adobe Support Community.
